Heating my warehouse flat costs a lot. Is the boiler the problem?

My underfloor heating is cold but the radiators work. Is the boiler at fault?
Almost certainly not, if the radiators are hot. The boiler is producing heat; it is just not reaching the floor. The usual suspects are the underfloor pump, the mixing valve, an actuator on the manifold, or the thermostat for that zone.
